Dear Mr. Donnelly:

This refers to the special electrical distribution system followup inspection

conducted by M7ssrs. D. Butler and R. Winter of this office on October 25-29,

1993. The inspection included a review of activities authorized for your Big

Rock Point Nuclear Plant. We discussed our inspection findings with you and

,

others of your staff at the conclusion of the inspection.

Arear. examined during the inspection are identified in the report. These

areas consisted primarily of a review of your actions on previously identified

inspection items from the electrical distribution systea functional inspection

(EDSFI) conducted in 1992. Within these areas, the inspection consisted of a

selective examinatior of procedures and representative records, field

walkJowns and interviews with personnel. The inspection identified an

engineering weakness (Inspection Followup Item No. 155/93020-01) regarding the

lack of emergency diesel generator (EDG) cooling water suction heater design

information. This issue was of concern since operations personnel were

verifying the functionality of the heater each shift in a manner that was not

indicative of the actual control circuit operation. We request that you

submit within 45 days of the date of the letter transmitting this inspection

report, a written rt.sponse detailing the steps that will be taken to address

this item.

No violations of NRC require
