Joseph M. Farley Nuclear Plant Unit 2 Radial Peakina Factor Limit Re@r_t Enclosed 13 the Radial Peaking Factor Limit Report for Cycle 8 of Unit 2.

This report is provided in accordance with Paragraph 6.9.1.11 of the Unit 2 Technical Sptufications.

Also enclosed is a co3y of the elevation dependent peating factor versus core height grapi for Cycle 8 of Unit 2 which is being submitted in support of the subject report.

It should be noted that there is a current issue regarding the power distribution assumed in the Emergency Core Cooling System (ECCS) Evaluation Model analyses performed to demonstrate compliance with the requirements of 10 CFR 50.46. Westinghouse has discussed this issue with the NRC.

Alabama Power Company has implemented an interim action of assessing a penalty factor on the measured Fxy/fg surveillance values as recommended by Westinghouse.

This will provide assurance of compliance with the limits of 10 CFR 50.46 until a final resolution of the issue is reached, if you have any questions, please contact this office.

ENCLOSURE FARLEY UNIT 2 CYCLE 8 RADIAL PEAKING FACTOR LIMIT REPORT This Radial Peaking Factor Limit Report is provided in accordance with Paragraph 6.9.1.11 of the Joseph M. Farley Unit 2 Technical Specifications.

The Fxy limits for RATED THERMAL POWER within specified core planes for Cycle 8 shall be:

RTP 1.

Fxy less than or equal to 2.000 for all core planes containing Bank "D

control rods.

2.

For all unrodded core planes:

RTP Fxy less than or equal to 1.830 up to core elevations of 4.5 ft.

RTP fxy less than or equal to 1.790 for core elevations above 4.5 f t.

These Fx (z) limits are used to confirm that the heat flux hot channel factor F (z) will be limited to the Technical Specification values of:

F (z) s (2.32/P](K(z)] for P > 0.5 and, q

F (z) s 4.64 (K(z)] for P s 0.5 q

assuming the most limiting axial power distributions expected to result from the insertion and removal of Control Banks C and D during operation, including the accompanying variations in the axial xenon and power distributions as described in the " Power Distribution Control and Load Following Procedures," WCAP-3385, September 1974.

Therefore, these Fxy limits provide assurance that the initial conditions assumed in the LOCA analysis are met and the ECCS acceptance criterion limit of 22000F for peak clad temperature is not exceeded.
