Regulation (NRC), " Request for Relief from the Schedule Requirements of Bulletin 89 02, Stress Corrosion Cracking of liigh llardness Type 410 Stainless Steel Internal Preloaded Bolting in Anchor Darlin6 Valves", datud February 16, 1990.

The purpose of this letter is to request relief from the schedular requirements of Bulletin 89 02 for the inspection of the Unit 2 Residual Heat Removal Pump discharge check valves. We committed in the referenced letter to complete inspections of the Residual lleat Removal Pump discharge check valves in accordance with the bulletin requirements during the next refueling outage for each unit that began 180 days after receipt of *he bulletin (Fall 1990 for Unit 2 and Spring 1991 for Unit 1).

We-request sch-Jular relief from this schedule due to the lack of availability of replacement retaining block studs.

The Residual lleat Removal Pump discharge valves are Crane 8" Swing check valves similar in design and material to the Anchor Darling check valves specifically addressed by Bulletin 89 02.

In response to the inspection requirements of Bulletin 69 02, we have elected to replace all retaining block studs in the affected swing check valves with bolts of an improved material and to inspect the removed bolts. Ilowever, due to unanticipated difficult 1y is obtaining replacement bolts, we are unable to replace the Unit 2 Residual lleat Removal Pump discharge check valve bolts within the-inspection schedule required by Bulletin 89-02.

Due to A1 ARA considerations and no degradation of bolts inspected to date (eight valves), we feel it is prudent to delay the inspections until replacement studs are available.
