On September 14, 1990, the Staff filed the "NRC Staff Response in Opposition to Georgians Against Nuclear Energy's Amended Petition for Leave to Intervene" and appended an unexecuted affidavit by David B. Matthews. Enclosed is Mr. Matthews' affidtvit. It is noted that Mr. Matthews, upon his final review of the affidavit, amended the last sentence of the affidavit to make his conclusion clearer.
