FBI FEE INCREASE FOR PROCESSING FINGERPRINT CARDS l
As discussed with Mr. Phillip McKee, of your staff, during the week of July 29, 1990, the enclosed June 29, 1990, letter from the FBI, 1
- which we received on' July 27, 1990, notifies NRC that, effective.
' October-1, 1990,. they will increase the fee for processing 2

- fingerprint' cards for.the NRC Criminal History, Program. (10 CFR t
l 73.57) from.$20.00 to $23.00 per card.
Although NRC will actually 1
only be billed $21.00 per card by the FBI, it will be necessary to L
charge. licensees a. fee of.$23.00 per card to cover'NRC processing j
costs.

l a' final rule smendment to 10 CFR 73.57 must be effective by 4

. October 1, 1990.
The rule must adjust from $21.00 to $23.00 the l
fee licensees pay for FBI criminal checks.

appropriated funds cannot be used for this purpose.

PROCESSING CHARGE FOR STATE AND IDCAL USER-FEE FINGERPRINT CARDS INCREASING 'IO $23 s
For the fiscal year (FY) beginning on October 1,1990, the user fee for processing noncriminal justice licensing and-employment applicant fingerprint cards-submitted to the Identification Division (ID) by banking institutions,. the
. securities industry, the commodity futures trading-industry, the
' Nuclear Regulatory Commission on behalf of nuclear power plants, and state and local employment and licensing authorities will be increased from $20 to $23.
Rising personnel oosts are the main reason for.the-higher fee.
The user fee is set-in part by determining the direct and indirect costs of providing the service.
This new $23 fee represents.the first increase-due to the direct and indirect costs of providing the service since 1985 when'the fee was raised from $12 to $14.
The increase in the user: fee from $14 to $20 on March 1,.1990, was based -upon Public Law (PL) 101-162. which-authorized the FBI to set the fee for processing noncriminal justice licensing.and employment applicant fingerprint cards at'a level to include an additional amount to establish a fund to-j defray expenses for the further automation'of our fingerprint!

order, or certified check stapled to each fingerprint card.
Tingerprint cards from these states reaching us on or after october 1, 1990, will be processed only if the check or money order is in the amount of $23.
Your cooperation and assistance in making the transition to the new $23 fee will be appreciated.

PROCESSING CHARGE FOR FEDERAL AGENCY USER-TEE FINGERPRINT CARDS INCREASING 70 $17 For the FY beginning on October 1, 2990,. the user fee will increase from $14 to $17 for processing each applicant
'i fingerprint card submitted to the FBI ID by Federal Government agencies for nonlaw enforcement, noncriminal justice employment and licensing purposes including cards submitted for employees of private sector contractors with classified Government contracts.
Federal agencies will be billed $17 for each fingerprint card

received on or after October 1, 1990.
The authority for the FBI
'to assess and collect this user fee from Federni Government agencies is based upon PL 101-162 and represents the direct and indirect-costs of providing the service.

FACSIMILE OF FINGERPRINTE
. Die ID Wire Room (Expedite Services Unit) has installed new high resolution f acsimile equipment in order to better serve law enforcament agencies.
The need to enlarge fingerprints before. transmission is eliminated provided the sender has facsimile equipment with comparable resolution.
The new
~
facsimile equipment has an optional selector. switch which allows the sender-to adjust the scanner to compensate for darker or lighter inked-fingerprint cards.
It has 400 dots / inch x 400 dots / inch, resolution in the transmission mode and a laser printer at the receiving ^end with the same resolution.
This equipment is compatible' with most contributors' existing facsimile equipment (e.g., G2, G3, and'G4), and.will provide better'@ality fingerprint transmission and reception from all facsimile

It is imperative that only the most uraent reauests for
-criminal record checks be transmitted to the ID via facsimile.
- Las_s_qrgent_reauests should be forwarded via overnight express mail or:other appropriate means.
IV.. CHANGE IN EXPUNGEMENT PROCEDURES A-significant number of. fingerprint cards previously submitted to the ID have been placed on microfilm.
Therefore, in most cases the original card is not available for return to the contributing agency when an expungement request is processed..

'To streamline the expungement process, the-ID will destroy fingerprint card (s) not previously microfilmed when processing.

HELPTUL HINTS 1

--A Wanted-Flash-Cancellation Notice (I-12 form) must be properly completed before submission.
When the two blocks captioned
" Agency, ORI number, and Address 1of. Parties to be notified of
-apprehension" and "Name, ORI number, and Address of Contributor" are left blank, the.ID cannot process your request and the form will be destroyed.
Without this information, we are unable to return the form to the submitting agency.
Agencies that submit I-12 forms should obtain a supply of the L
new I-12 form (revised 6-16-89) and destroy outdated forms.

--Ensure expungement requests contain the arrestee's name, date of birth, date of arrest, charge (s) to be expunged, contributor of the arrest information, arresting agency case number, and
, FBI number when'known.
--only contributor placed FBI numbers should be entered in the block captioned " FBI No. EBI" on fingerprint cards.
Care-should be exercised when quoting an FBI number as invalid /
i incorrect FBI numbers slow the processing of your card.

--Ensure the descriptive data on a fingerprint card. matches the subject whose fingerprints are on the card.

sometimes easy to place one individual's fingerprints on the.
card:containing the name and descriptive data of the other-s individual.
