The purpose of this letter is to document my telephone conversation of September 30,1993 with Mr. Larry L. Campbell of the NRC pertaining to the subjects listed below:

1.

The current name of the company is Davy International, a Division of Trafa! gar House, Inc. The former company name was Comstock Engineering, Inc. A biici history of these changes are detailed below:

Comstock Engineering, Inc. and its wholly owned subsidiary, Comsource a.

Technical Services, were purchased by Davy McKee Corp. approximately January 1991.

Davy McKee Corp. was purchased by Trafalgar House, Inc.

approximately July 1992.

Effective October 1992, the company formally changed its name to Davy c.

international, a Division of Trafalgar House, Inc., and Comsource Technical Services retained its name and is owned by Trafalgar House, Inc.

2.

Personnel supplied to Northem States Power Company's Prairie Island and Monticello generating stations were not certified under our company program.

Our contract only required resumes be submitted to the client for review and approval prior to any mobilization.

All background checks and personnel certification were handled by Northern States Power Company.

The only request received by our firm from Northern States Power Company was approximately November 19,1992. The request was for our firm to commence an employment background check on one (1) individual and provide any l{ D m

records available for two (2) other individuals. The information requested was transmitted to Northern States Power Company during the period November 19 through November 25, 1992.

No other instructions or information were received from Northern States Power Company pertaining to this subject after November 25,1992.

Davy international has provided personnel certifiec under their program at two (2) locations, during the above time frame (1990-15,93), at Beaver Valley Power Station (inspectors) and D.C. Cook Power S'ation (auditors).

Davy International, when providing certified personnel, performs a personal interview, a telephone, written and documentation check of education and experience prior to administration of our indoctrination, training, examination (closed book written), and capability (oral) demonstration prior to certification. Internal audits are conducted of the certification records by certified lead auditors who have no responsibility in the certification area. Related experience (i.e., craft) as it pertains to minimum experience requirements is treated on a percentage basis, with partial credit, only, being taken for each year of experience.

This is a summation of the major topics that were discussed between Larry Campbell and myself on September 30,1993.
