Dear Mr. England:

SUBJECT:

NRC STAFF COMMENTS ON BWR OWNERS' GROUP ACTION PLAN IN REGARD TO BWR CORE SHROUD CRACKING By letter dated October 20, 1993, you submitted, on behalf of the BWR Owners' Group (BWROG), an action plan to respond to the BWR core shroud cracking issue. The NRC staff has reviewed the action plan. We have determined that the schedule contained in the action plan is generally acceptable. However, we believe that it would be benefic' sal to establish an agreed upon set of generic criteria for the scope and frequency of core shroud inspections and the associated acceptance criteria. Therefore, we request that the BWROG develop and submit for NRC review, a generic core shroud cracking evaluation procedure document. We would also recommend a meeting be held in early December 1993 to discuss the generic inspection guidance and repair criteria that would be contained in the core shroud cracking evaluation document.

It should be noted that our review of the inspection guidance and repair j

criteria contained in the requested submittal will be subject to fees in accordance with the provisions of 10 CFR Part 170.
