Dear Senator Specter:
I am responding to your recent letter to Mr. Dennis K. Rathbun, Director, Office of Congressional Affairs, concerning one of your constituents who is seeking a license from the Nuclear Regulatory Commission to assemble plexiglass ampules containing tritium.
In your letter you asked that we look into the matter and report to you our findings.
On October 25, 1993, our Region I staff contacted by telephone' the individual seeking the license, Mr. Jay Lawrence of Allied Specialties Incorporated, located in Ivyland, Pennsylvania.
On October 27, 1993, we received drawings and descriptions from him of the devices which will be assembled.
Apparently he has a contract with the Army to construct a gun sighting device which will contain several ampules of tritium for illumination purposes.
The device will be initially assembled in this country, and then sent to Middlesex, England, where the tritium ampules will be installed in it.
It will then be returned to this country for final assembly and transfer.
Based on a review of the information provided by Mr. Lawrence and on discussions with his proposed vendor of the tritium ampules, we have determined that an NRC specific license is necessary for the activities in which the company will be involved.
On October 28, 1993, our Region I office sent, by Federal Express, a license application package to Allied Specialties, Inc., which provides the necessary forms and information to prepare a license j
application.
