NRC INSPECTION REPORT NO. 50-289/93-19 This is in response to A. Randolph Blough's report of Sept.17, 1993 -

" FOLLOWUP OF LOCAL CITIZEN"S CONCERN" _ OFF-SITE OBSERVATIONS OF CONCENTRATED STEAM EMISSIONS EMANATING FROM THE BASE OF TMI UNIT II. (August 23, 1993)

Steam emissions from Unit II were clearly visible and separate from steam emissions at Unit I. This event was first observed at three miles distance west of TMI. To satisfy and confirm our observations we went to the highest point of She11y's Housing Dev.

Our observations were confirmed by a clear view of TMI. There was no question that steam emissions from Unit I and Unit:II were  !

vere separate and that one did not obscure the other. In fact i steam emissions from Unit II were elevated higher than Unit I's. l There could be no mistake or optical illusion as Mr. Blough so, cov1v attempts to illustrate. Shelly's is located North West.

J This flawed investigation gave no hint about attempts to contact those who observed the TMI II anoma'11y. His paragraphs addressing radiological releases, attempts to dilute and obscure a reported j event. This " Citizen" (Jane Lee) did not suggest or even hint at any radiological releases during the initial report or at any j later time.

It is a strange paradox indeed when we witness NRC Investigators who im ly a full and complete investigation..was conducted into off-site observations,yet the report cites the lone source of its investigation is the perpetrator. A perpetrator who has already D

Pg. 2 NRC INSPECTION REPORT No. 50-289/93-19 been indicted by a Fed. Grand Jury on eleven counts of a felony; who pleaded guilty to nine counts and nolo contendere to two counts. The charges of Falsification of Leak Rates would have never been discovered except for GPU's greed and denial of TMI Unit II's failure. Court transcripts  : GPU vs. Babcock /Wilcox revealed GPU's attempts to force Babcok/Wilcox to pay for the failures (falsification of leak rates) of GPU. And this is the ,

credible source of Mr. Elough's report?

Not only is Mr. Blough's investigation of off-site reports flawed, l

but it is compounded by his TMI Unit I inspection report which reveals: " incidents of safety were significant and occurred due to procedural and performance related problems: procedures in-l l frequently performed or critical evolutions and the manner in which some surveillances are performed. Incidents involving per-formance and procedure related weaknesses continued to occur during the operating cycle..."

Apparently, nothing was learned from Unit II's fiasco. It's business as usual between NRC's Friendly Inspectors with expec-tations about reliability, safety or veracity left to guesstimates.
