Docket No. 50-304

Commonwealth Edison Company

ATTN:

R. Tuetken, Site Vice President

Zion Station

i

101 Shiloh Boulevard

Zion, IL 60099

Dear Mr. Tuetken:

.

SUBJECT: ROUTINE RADIATION PROTECTION INSPECTION AT ZION NUCLEAR GENERATING

STATION

This refers to the routine safety inspection conducted by Mr. P. L. Louden of

-

this office on January 10 through 14, 1994. The inspection included a review

of authorized activities for your Zion facility.

At the conclusion of the

inspection, the findings were discussed with those members of your staff

identified in the enclosed report.

Areas examined during the inspection are identified in the report. Within

these areas, the inspection consisted of a selective examination of procedures

and representative records, interviews with personnel, and observation of

activities in progress.

~

During the course of this inspection one area was noted which could merit

attention by you and your raanagement. Even though personnel exposures were as

anticipated for the current dual unit outage, considerable attentionicould be

applied to departmental ownership of exposures and more aggressive-involvement

-

of various department personnel to address exposure. reduction methods. The

station has achieved considerable improvement in the radiation protection .

.

area, however, a weakness still exists in the area of departmental ownership

i

and responsibility to worker exposures.

No violations of NRC requirements were identified during the course of this

,

inspection.

In accordance with 10 CFR 2.790 of the Commission's regulations, a copy of

!

this letter and the enclosed inspection report will be placed in the NRC

Public Document Room.
