1.0 INTRODUCTION

By letter dated March 24, 1993, Wisconsin Electric Power Company (WEPC0), the I

licensee, requested amendments-to Facility Operating Licenses DPR-24 and DPR-27 for the Point Beach Nuclear Plant (PBNP), Units 1 and 2, respectively.

These amendments would revise Technical Specifications (TS) Section 15.6 to update.several position titles, to modify the composition and duties of the Manager's Supervisory Staff (MSS, the onsite review committee), and to remove a redundant review of the Facility Fire Protection Program implementing procedures.

2.0 EVALUATION TS Section 15.6, " Administrative Controls," specifies responsibilities of key plant staff, and the composition and function of onsite and offsite organizations at PBNP. Staffing requirements, training and qualification standards, and review and audit functions are also included. This TS section states that qualifications for plant staff must meet or exceed the requirements and recommendations of ANSI N18.1-1971, " Selection and Training of Nuclear Power Personnel," and 10 CFR Part 55, " Operators' Licenses."

The licensee has requested several changes to this section of TS, some to-achieve consistency with a recent Nuclear Power Department organizational change, and others to better reflect the intent of Standard Technical Specifications.

Changes have also been proposed related to the MSS organization and operation.

Each request is evaluated below.

t 2.1 TS Section 15.6.2.2.a The title " Superintendent Operations" is being changed to " Operations Manager." This is an administrative change only, and is therefore acceptable.

2.2 TS Sections 15.6.3.2 and 15.6.3.3 The title " Superintendent Health Physics" is being changed to " Health Physics Manager" in both sections. This is an administrative change only, and is therefore acceptable.

2.3 TS Section 15.6.4.1 The title " Superintendent Training" is being changed to " Training Manager."

This is also an administrative change only, and is therefore acceptable.

2.4 New TS Sections 15.6.5.1.2. 15.6.5,1.3 and 15.6.5.4 The composition of the MSS selection list (TS 15.6.5.1.2) is being changed from specific plant positions to qualified individuals from seven disciplines (operations, maintenance, health physics, engineering, licensing, training, and chemistry). The qualifications of these individuals (new TS 15.6.5.1.3) will be equivalent to the qualifications of the specific plant positions, as stipulated in ANSI 18.1-1971 (for managers).

In addition, the MSS Chairman will be selected by the Plant Manager from a designated group whose qualifications will meet or exceed those required for the Plant Manager.

These proposed changes provide increased flexibility regarding the composition of the MSS while maintaining the same level of qualifications.

In addition, these changes are consistent with ANSI 18.1-1971 and current staff guidance.

Therefore, these changes are acceptable.

2.5 Old TS Section 15.6.5.1.3 This TS section provides the criteria for the selection of alternate members of the MSS.

The proposed change deletes this section, renumbering other sections appropriately.

This change has been proposed because the list of qualified MSS members will be substantially increased by the other proposed changes, and the need for alternates will no longer be'necessary.

Since this change is conservative and is consistent with current staff guidance, it is acceptable.

2.6 New TS Section 15.6.5.1.6 The proposed modifications to this section will reduce the required number of representatives for a quorum of the MSS from five to four, but will add that the quorum shall be representative of the issues being discussed. The addition is acceptable because it ensures that the quorum is composed of individuals knowledgeable of the discussion topics, a conservative statement.

The reduction in the number of members which constitute a quorum from five'to four is acceptable because the qualifications of these members to address the topics for discussion will now be ensured by the addition to this-section, because the change is compatible with ANSI 18.1-1971, and because it is consistent with current staff guidance.

c 2.7 New TS Section 15.6.5.1.7 This new section will specify that a list of MSS members will be maintained and updated annually.

Since this change is administrative only, it is acceptable.

2.8 New TS Sections 15.6.5.1.8.e and 15.6.5.1.8.f The wording in these two sections will be changed for clarification and to conform to current staff guidance as reflected in Westinghouse Standard Technical Specifications (NUREG-1431).

Since these are administrative changes only, they are acceptable.

2.9 New TS Section 15.6.5.1.8.h This section will be changed to remove t$

Jres at least once per 24 months, and to add the phrase "to ensura the pro 3.am meets established commitments and requirements" regarding the Facility Fire Protection Program. The additional phrase provides clarification and is administrative only, and is therefore acceptable.

The removal is acceptable because fire protection implementation procedures are covered under TS 15.6.8.1.8, because the procedures are reviewed every 24 months by the responsible groups, and because the removal is consistent with current staff guidance.

2.10 TS Section 15.6 Other editorial changes have been proposed, such as renumbering subsections consistent with the proposed changes.

Since these changes are administrative only, they are acceptable.

3.0 STATE CONSULTATION

In accordance with the Commission's regulations, the Wisconsin State official was notified of the proposed issuance of the amendment.

The State official had no comments.

4.0 ENVIRONMENTAL CONSIDERATION

These amendments change recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendment meets the eligibility criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10).

Pursuant to 10 CFR 51.22(b) no environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment, f

5.0 CONCLUSION

i The staff has concluded, based on the considerations discussed above, that (1) there is reasonable assurance that the health and safety of the public will not be endangered by operatinn in'the proposed manner, (2) such activities will be conducted in compliance with the Commission's regulations, and (3) the issuance of the amendments will not be inimical to the common defense and security or to the health and safety of the public.
