1.0 INTRODUCTION
By letter dated March 1,1990, Georgia Power Company (GPC), et al. (the licensee) requested a change to the Technical Specifications (TSs) for Voptic ElectricGenerattagPlant(VEGP), Units 1and2. The proposed change would revise administrative TS Section 6.7.4.a by removing the parenthetical reference to the Boron Recycle System (BRS) from the description of systesis included in a program of leakage inspection and testing.
2.0 EVALUATION Technical Specification 6.7.4 identifies programs required to be established, implemented, and maintained for VEGP. Specifically TS 6.7.4.a describes an inspection and testing program to reduce radioactive leakage from those-portions of fluid systems located outside containment during a transient or accident. The requirement to establich such a program stems from Item III.D.1.1oftheTMI-2ActionPlanRequirements(NUREG-0737).
By letter dated March 21, 1986, GPC originally committed to implement the leakage reduction program. By letter dated July 2,1986, GPC provided justification for exclusion of certain fluid systems from the provisions of NUREG-0737, Item 111.D.1.1. The NRC staff, in Supplement 3 to the VEGP Safety Evaluation Report (SER) (Section 11.5.3, pages 11-2 and 11-3) accepted GPC's justification for excluding the boric acid transfer system, the boron recycle system, and the filter bac cwash system from the program to reduce radioactive leakage from fluid systems located outside containment. Specifically, the Boron Recycle System is not used during an accident and is isolated by check' valves and normally closed valves.
Therefore, removal of the reference to the Boron Recycle System from TS 6.7.4.a results in consistency between the VEGP TSs and the VEGP SER. Since this change was previously accepted by the NRC staff in SER Supplement 3, the current TS change is administrative in nature. The NRC staff concludes that the change to TS 6.7.4.a is acceptable.

3.0 ENVIRONMENTAL CONSIDERATION
i-The amendments relate to changes in recordkeeping, reporting, or administrative procedures or requirements. Accordingly, the amendments meet the eligibili.ty criteria for categorical exclusion set forth in 10 CFR 51.22(c)(10?. Pursuant to 10 CFR 51.22(b), no environmental impact statement or enviroc e'. cal sssessment need be prepared in connection with the issuance of the amcadmelits.
4.0 CONCLUSION
The Comission made a proposed determination that the amendments involve no significant hazards consideration which was published in the Fideral Register on April 18,1990(55FR14506),andconsultedwiththeStateofGeorgia. No public comments were received, and the State of Georgia did not have any Comments.
The staff has concluoed, based on the considerations discussed above, that:
(1) there is reasonable assurance that the health and safety (2) such activities willof the public will be endangered by operation in the proposed manner, and be conducted in compliance with the Commission's regulations, and the issuance of these amendments will not be inimical to the comon defense and security or to the health and safety of the public.
