MINUTES-FROM THE NOVEMBER 30 - DECEMBER 1, 1993, BURNUP CREDIT TECHNICAL EXCHANGE I am enclosing the minutes from the November 30 - December 1, 1993, technical exchange on burnup credit. The purpose of the exchange was to discuss the technical issues associated with relying on burnup credit in the criticality analysis for spent fuel casks and, in particular, the multi-purpose canister (MPC).

At the close of the exchange, both NRC and DOE agreed to meet for future technical exchanges on the burnup credit issues.

NRC agreed to contact DOE to schedule the next technical exchange to provide NRC's comments and observations on the information presented and to ask further questions. This technical exchange has been coordinated with your staff for February 10,' 1994.

4 g e Minutes from the November 30 - December 1, 1993 Technical Exchange on Burnup Credit On' November 30 and December 1,1993, staff from the Nuclear Regulatory Commission and the Office of Civilian Radioactive Waste Management (0CRWM), Department of Energy (DOE), met to discuss the technical issues associated .with relying.on burnup credit in the criticality analysis for spent fuel casks and containers. DOE stated that it considers burnup credit one of the most i significant technical issues for the proposed multi-purpose canister (MPC) system, and it is ready to begin a process of technical exchanges with NRC staff to resolve burnup credit issues. NRC stated that it is open to the possibility of relying on burnup credit in criticality analyses. NRC added that it viewed this technical exchange as a pre-application meeting, and an. opportunity to learn any new information that has been developed concerning burnup credit. The State of Nevada stated that when evaluating the MPC, the system should be reviewed for storage and transport exclusive of disposal. The State's view was that not enough is known about the repository at this time, and repository decisions must be stand alone safety decisions. is a list of attendees. After a brief introduction and a brief discussion of DOE's issue resolution methods for the repository, DOE presented an overview of the conceptual design of the MPC and the major issues involved with its development. DOE stated that burnup credit is necessary for the MPC to provide more capacity, thereby minimizing handling of the MPC and reducing the number of shipments required, and to demonstrate long-term criticality control for disposal. An l introduction of the burnup credit concept for storage, transport and disposal was then presented, followed by an overview of the issues associated with each mode. A Sandia National Laboratory (SNL) representative then discussed the distribution of the burned fuel along the fuel rod assembTy.f the axial research that has been done to determine the effect on k o A database containing fuel burnup data provided by utilities is being developed to verify the method of calculating the axial burnup profile. A representative from Oak Ridge National Laboratories then presented the results of research that has been done to benchmark the methods for calculating the quantity of fission products produced during burnup, and to assess the effect of these fission products on k,,,. This was followed by a discussion of benchmarking of the criticality computer codes for use in analyses.where burnup credit is taken. The final presentation, provided by another representative from SNL, concerned the use of the FORK System for measuring the burnup of the fuel and verifying consistency with reactor records. Copies of slides from all of the presentations are provided as Attachment 2. DOE stated that it is currently planning to prepare up to three topical reports concerning burnup credit. The first one is currently being developed aid discusses burnup credit for PWR fuel for storage and transportation, with expected delivery by the end of FY 94. The second will discuss burnup credit for both PWR and BWR fuel for disposal, and will be presented approximately one year later. Finally, there are tentative plans to prepare a third report that will discuss burnup credit for BWR fuel-in storage and transportation. NRC indicated that topical reports generally have not been an optimal mechanism for communicating technical issues in storage and transportation. Enclosure
