This refers to the inspection conducted by J. E. Whittemore and P. C. Wagner

of this office on September 13 through October 15, 1993. The inspection

l

included a review of activities authorized for your Comanche Peak Steam

Electric Station, Unit 2, facility. At the conclusion of the inspection, a

!

telephone exit meeting was conducted with members of your staff identified in

!

i

the enclosed report.

Areas examined during the inspection are identified in the report. The focus

of the inspection was to conduct a review of the initial startup testing and

i

related documentation for the Unit 2 facility. Within these areas, the

inspection consisted of selective examinations of procedures and

representative records, interviews with personnel, and observation of

activities in progress. The results of this inspection are documented on

page 1, in the enclosed report.

In accordance with 10 CFR 2.790 of the NRC's " Rules of Practice," a copy of

this letter and its enclosures will be placed in the NRC Public Document Room.
