NUREG-1484 Draft Environmental Impact Statement Claiborne Enrichment Center a
Fluor Corporation supports the conclusions of the NRC staff in the' Draft -
Environmental Impact Statement. The socioeconomic impact of the project will be very beneficial to Claiborne Parish and the surrounding area.
J Fluor Corporation is involved in the.Claiborne Enrichment Center in several..
capacities. First, we are one of the owners of the venture. Second, Fluor Daniel (our engineering / construction unit) is leading most of the design work.. Third,-
Fluor Daniel will handle most of the construction. Thus,in various capacities Fluor Corporation expects to be a corporate citizen of Claiborne Parish for the next four decades.
As discussed in the Draft EIS, the Claiborne Enrichment Center is expected to benefit the local people in the following ways:
The project is expected to provide about 400 construction jobs and a.
i 200 plant operating jobs. Thus, the project will provide much needed jobs in an area that currently has an unemployment rate of about 8% It would be expected also that critical craft training of the local work force would occur.
b.
The average paycheck for workers Involved in;the Claiborne Enrichment Center will be significantly higher than the average wage in Claiborne Parish. Thus, LES will be providing good jobs.

undoubtedly trigger the development of other businesses in the area. This, in turn, will create further local job opportunities.

The Claiborne Enrichment Center will pay millions of dollars in taxes and fees to local and state governments.
This will help finance the cost of education and infrastructure.
Fluor Daniel can speak with some authority on the socioeconomic benefits of a new, clean facility like the Claiborne Enrichment Center.
We are one of the largest engineering / construction firms in the world. We are currently working on over 1000 contracts in dozens of countries.
Time after time, when we have installed new plants, we have seen them " jump start" the local economy.
There is every reason to believe that this will happen in Claiborne Parish.
Essentially, we agree with NRC staff's conclusions in the Draft EIS, which indicate that the facility will have a favorable socioeconomic impact.
