TRAINING PROGRAMS The purpose of this letter is to provide TVA's certification that the SQN i licensed operator training programs have been developed using a systeas approach to training (SAT) and are implemented utilizing a certifie/

simulation facility (reference letter from TVA to NRC dated March 21, 1991). In addition, the SQN licensed training program ~<as originally accredited on January 11, 1984, by the National Nucle..r Accrediting Board (last renewed January 30, 1992). This certificJtion is made in accordance with the requirements of 10 CFR 55.31(a)(4) and 10 CFR 55.59(c), as acknowledged by Generic Letter (GL) 87-07, ,

Licensing - 10 CFR 55 and Conforming Amendments."

l l In accordance with GL 87-07, implementation of these certified training programs may be substituted for initial and requalification training programs previously approved by NRC without staff review. SQN is taking this opportunity to notify NRC of its use of an accredited SAT for licensed operators as a result of the recent issuance of the rule concerning nonlicensed nuclear power plant personnel (10 CFR 50.120) that also required an SAT approach. A description of SQN's accredited training program has been incorporated into SQN's "Living" Final Safety Analysis l Report (FSAR) in accordance with the FSAR update process.
