i By application dated April 26, 1990, as supplemented, Amersham Corporation (Amersham) requested that Certificate of Compliance No. 9006 for the Model No. AI l
500 SU package be renewed for a five year period and that the certificate be l
amended to authorize use of a previously approved package design.
The previously approved (older) design was replaced in Revision 9 (dated June 3,_1986) by a design which includes a locking mechanism on the source tubes.
Both designs are identical except for the locking mechanism.
As requested, the certificate is being amended to re-authorize use of the older package design (i.e., packages fabricated to Tech / Ops Drawing No. AIS00SU90, Sheets 1 through 3, Rev. -).
The older design has been shown to meet the requirements of 10 CFR Part 71 based on full-scale 30-foot drop, puncture, and fire tests.
The locking mechanism was added to prevent accidental withdrawal of a source when connecting the source assembly to a drive cable, and not as the primary device to secure a source in the package during transportation. The source assemblies are adequately secured within the source tubes on the older packages by threaded end caps which are seal wired together or to the package.

Thus, the absence of a locking mechanism on the older design does not significantly affect the package's ability to meet the requirements of 10 CFR Part 71 Staff was informed during its review that some packages in use did not comply l
withdimensionsgiveninthecertificatedrawings(seeNUREG-1405,page114)in that the angle of the sloped cover lid was not uniform. The applicant submitted an analysis that demonstrated that the slight difference in the angle of the cover lid would not affect the package's ability to meet the requirements of 10 CFR Part 71. The package drawings (for both designs) were amended to include the variation in the angle of the cover lid.
Package drawings have also been revised to include drawings for the threaded end caps. The threaded end caps are sized to keep the source within the shielded portion of the package during transport, and each sized cap may only be used with specific source assemblies.
The operating instructions have been revised to specify which end cap design could be used for each type of source assembly.
In addition, the list of source assemblies was revised to delete source assemblies which are no longer manufactured or transported in the Model AI 500 SU package.

The certificate has been cor.o.;;oi...: is require that the package be prepared for shipment and operated in accordance with Chapter 7 of the Application as supplemented, and maintained in accordance with the Chapter 8 of the Application as supplemnted. The operating procedures require that empty packages be probed before shipment to make sure that the packages are empty.
In addition, the operating procedures, maintenance program and acceptance tests were revised to include instructions for both package designs.
The amendment would not affect the ability of the package to meet the requirements of 10 CFR Part 71. Accordingly, the certificate has been renewed for a five year term which expires September 30, 1995.
