The Louisiana Association of Business and Industry appreciates the opportunity to comment on the Nuclear Regulatory Commission's Draf t Environmental Impact Statement on Louisiana Energy Services' proposed uranium enrichment facility in Claiborne Parish, Louisiana, i
LABI, a member-driven association of over 5,000 companies and individuals, is very pleased to support the development of the nation's first privately owned uranium enrichment plant.
Based on personal observations during my tcur of Urenco's facilities in Gronau, Germany and Almelo, The Netherlands in October, 1992 and careful reading of the draft EIS, LABI believes the Claiborne Enrichment Center would be of tremendous positive benefit to the region, the state and the country.
4 LES has continually demonstrated concern for and commitment to the Claiborne Parish community.
Constant communication with residents, tours of similar European facilities, town meetings, newsletters, an information office and an overall open-door policy indicate LES's willingness to freely share information and be the best neighbor possible, rurther, LES will install state-of-the-art safety and environmental controls and backups.
The DEIS states: "NRC staff

conclude that through the combined result of plant and process. design, protective controls and administrative controls, operation of the CEC does not pose a significant threat to public health and safety."
High paying construction and operational jobs and the multiplier effects therefrom, increated property values and increased tax revenues (especially $5 million in taxes to the Claiborne Parish School Board) are just a few of the positive impacts which lead NRC staff to conclude that "the LES facility...is a large net benefit to the region."
LABI welcomes the CEC as a further diversification and expansion of Louisiana's economy. The Louisiana Association of Business and Industry respectfully urges the NRC to issue the Final Environmental Impact Statement and speedily continue the process of granting LES a license to construct and operate the claiborne Enrichment Center.
