Comments regarding Draft Environmental Impact Statement for the Construction and Operation of Claiborne Enrichment Center, Homer, Louisiana (Docket No. 70-3070, NUREG 1484)

Louisiana Power & Light Company supports the conclusions contained in the Drail Environmental Impact Statement (DEIS) and looks forward to the ultimate approval and construction of the Claiborne Enrichment Center.

LP&L is an original limited partner in Louisiana Energy Services and decided to participate in the project for several reasons. LP&L believes the proposed uranium enrichment facility will bolster the Louisiana economy, especially in a part of the state that continues to suffer with a high level of unemployment. LP&L also was convinced from the beginning that the Claiborne Enrichment Center would be a good corporate citizen

because ofits use of a highly efficient, proven technology that has withstood the test of time for safety and excellence in Europe. It is significant that the European plants have been located in the midst of densely populated areas for decades without evidence of negative environmental impact. Importantly, the enrichment facility will also make an enormous contribution to the tax base of Claiborne Parish.

LP&L is of the opinion that the introduction of the centrifuge technology into the United States will establish an element of competition in the enrichment business that will ultimately result in cost savings for all nuclear utility customers. Indeed, it is entirely possible that enrichment prices have already declined in part because of the possible construction of the Claiborne Enrichment Center, The DEIS concluded that licensing LES for construction and operation of the Claiborne Enrichment Center "will not result in a significant impact to the environment." Therefore, LP&L respectfully urges final approval by the NRC.
