I endorse the staff's proposals D. and C.,
but not proposals D. or E.
I would approve of specifically recognizing SALP scores performance if such recognition were included in B.,
but not if disconnected from Senior Management's judgment of_overall plant performance.

must be very carefully crafted to avoid-_sncouraging complacency.
Therefore I suggest that the Commission be offered the opportuni".;y to comment on samples of possible letters before any letters are sent out..
I do not suggest that the Commission approve individual letters before their being issued.
I am of the opinion that a two-year trial-period may bu too short-and suggest 30 months as a more. suitable period (be',ause the proposed extension of the SALP cycle from 18 to h monW ; for outstanding performers would not give sufficient time to evaluate
