Dear Mr. Rasin:
The purpose of this letter is to express the NRC staff's appreciation for the efforts spent by NUMARC, EPRI and nuclear industry vendors and licensees in the development of the final document EPRI TR-102348, " Guideline on Licensing Digital Upgrades," which accompanied your letter dated December 22, 1993.
The NRC staff recognizes the importance of this document to ensuring that digital 4
instrumentation and control system upgrades are designed, licensed and implemented in an appropriate and safe manner.
NRC staff and industry interaction on earlier versions of this document have been successful in resolving many staff concerns.
I The NRC staff intends to withdraw its earlier draft generic letter (published in the Federal Register dated August 14, 1992) and to endorse NUMARC's guidance (with comment as necessary) in a new generic communication for use by nuclear power plant licensees. While the NRC staff has not as yet completed its detailed review of the document, we believe that it generally provides an acceptable approach for implementing digital retrofits. As you note in your December 22, 1993 letter, the process of completing our review of the document and issuing a generic communication will take several months to complete, but i
we expect to proceed as expeditiously as possible.
In closing, I again express my appreciation for the industry's efforts in the development of the digital upgrade guidance document.
