Transfer the In-line Reviews of Administrative Procedures We received the referenced letter transmitting proposed changes to the Limerick and Peach Bottom Quality Assurance Program descriptions. This change removes the Quality Assurance organization from the responsibility for reviewing all administrative' procedures and reassigns this responsibility to the line organization implementing the procedure. We note that this change is associated with your ongoing Nuclear Effectiveness and Efficiency Study (NEEDS).

An initial review of this report has begun; however, based on our current review schedule, we anticipate that this process will require more than 60 days to complete. Upon completion, you will be notified of the results.

We received the referenced letter transmitting proposed changes to the Limerick and Peach' j

Bottom Quality Assurance Program descriptions. This change removes the Quality

Assurance organization from the responsibility for reviewing all procurement documents and q

reassigns this responsibility to the line organization'doing the procurement. We note that this j

change is associated with your ongoing Nuclear Effectiveness and Efficiency Study (NEEDS) j program. After an initial review of this change request, Mr. John Caruso of our staff telephoned Mr George Siefert of your licensing staff on August 12, 1993, with certain comments and questions.

As part of our continuing commitment _ to perform inspections to assess potential safety -

implications of the implementation of your NEEDS program, members of our staff met with members of your licensing and quality assurance staffs at your Chesterbrook offices on.

September 8,1993. At this meeting your staff presented reasons for the above change. The results of this meeting are documented in Combined Inspection Reports 50-352/353-22.

Your staffs' presentations, which address our concerns,' have been attached to that inspection report. Based on our discussions on September 8, we have no further. questions at this time.

OCT 41993 Based on our review of your submittal and your presentation to us, we have determined that the changes to your Quality assurance Program description are acceptable in that the Quality Assurance Program continues to satisfy the criteria of Appendix B of 10 CFR Part 50. The effectiveness of your Quality Assurance Program and procedure implementation will continue to be the subject of routine regional inspections.
