PERSONNEL CHANGES AND EQUIPMENT CHANGE PROCESS (TAC N0.430596)
We have reviewed your October 14, 1993, response to our letter of September 2, j
1993, concerning changes to Chapters 2 and 11 of your license. As a result of our meeting with Jim Edgar on November 2, 1993, we have the following understanding.
Siemens Power Corporation (SPC) will submit an amendment application to add l
organizational responsibilities and authority.for the Manager, Waste Management Engineerinc and the Manager, Analytical Laboratories, to Section 2.1 of the license ar to add minimum qualifications for these Managers to Section 2.2 of the license. This amendment application will~ be submitted within a month. The amendment will-also include experience and educational statements, to be inserted in Chapter-11 of_the Safety Demonstration, for the individuals holding these positions.
The Engineering Change Notice (ECN) procedure is part of the SPC Nuclear Division Safety Manual (EMF-30), which includes a summary of the conditions t
under which plant equipment and facilities are modified. This Safety Manual is a higher-tiered document than the ECN procedure, and any changes to it are l
subject to more extensive review than are individual ECNs. NRC understands that SPC's commitment to follow company procedures, standards, and guides, as' set forth in Section 2.5 of the license, applies to the Safety Manual and, therefore, to the ECN procedure. NRC also agrees that the Approval and Responsibility Matrix, Figure 1-2.3, addresses the ECN procedure in that it is-applied to the five Standards (Radiation Protection, Nuclear Criticality l
Safety, Environmental Safety, Industrial Safety, and Radioactive Material Shipping) already in the matrix and is, therefore, subject to the same levels of review. We will disregard the revised matrix, included with your response, and the current matrix will remain in the license.
