(1) NRC Certificate of Compliance USA /4909/AF, Docket 71-4909 (2) Request for Renewal, TP Winslow to CE MacDonald, 1/11/93 General Electric Company's Nuclear Energy Production (NEP) facility hereby submits a consolidated application for the Model No. GE-21PF-1 shipping package.

This package is primarily used to ship 30-inch diameter UF6 cylinders between

diffusion plants and our conversion facility in Wilmington, NC, for the purpose of producing low enriched UO2 powder and'UO2 pellets.

In November of 1982, GE requested NRC approval to modify 1the DOT Specification Package 21PF-1 design with'the three-following design changes:

(1)

Use of stainless steel instead of carbon steel to reduce rust, cracking, corrosion, and extensive maintenance, (2) use of a step-up instead of a step-down gasketed mating surface to eliminate water seepage into the container cavity, and (3) use of a stronger bottom support frame'for support during transport.

This request was submitted by GE and' accepted by the.1HU: as being desirable improvements that did not reduce'the ettectiveness of the package.

However, because of-the.ever so slight modifications from the DOT Specification of the 21PF'-1, an NRC Certificate of Compliance was issued on November 19, 1982.

Over the eleven year period since issuance of the'first certificate for this package, several submittals have been~

made in response to the NRC's request for additional

information and clarification.

None of these significantly altered the basic design or safety features of the package.

L Page 2 On 1/11/93, GE filed a request for renewal of the' Certificate of Compliance with no' modifications.or changes.

Notwithstanding the fact that the package 11s essentially the same design today as it was when we obtained our first certificate in 1982, we were informed that a' stand alone consolidated application was required.

We were also informed that this submittal should contain the. test: data related to the DOT Specification container upon which we are basing our application and the changes that we had made to that design.

We were successful in obtaining the' source testing information.

and,-as you requested, we have prepared the attached consolidated application.

This submittal includes the original.

test results,. criticality safety evaluation and the original-safety analysis reported for the DOT Specification 21PF-1 shipping package.

During the past year we have been in contact with. DOE,.NRC, and DOT personnel in an attempt to obtain reports on the package's testing.

During these discussions, we were informed that.the NRC has requested ORNL to conduct a study on specification

packages, and that the 21PF-1 was one of the packages that was

. subjected to-this study.

Unfortunately,.this report is currently controlled'in a manner that makes the.information on the 21PF-1 unavailable to us.

GE has met the regulatory requirements.for the container.and

- believes that we have satisfied the NRC's request for consolidation of the details of thefcontainer into a single application.

We are requesting approval for continued useLof-the package without change or modification.
