SUBJECT:
DRAFT SAFETY EVALUATION REPORT (DSER) RELATED TO THE BABC0CK AND WILCOX OWNERS GROUP (BWOG) REPORT " INTEGRATED PLANT ASSESSMENT SYSTEM / STRUCTURE SCREENING METHODOLOGY" The U.S. Nuclear Regulatory Commission (NRC) staff reviewed the BWOG Generic License Renewal Program report, " Integrated Plant Assessment System / Structure Screening Methodology," and has completed a DSER which is enclosed.
During its review, the staff determined that the BWOG report was a guideline approach, consistent with the requirements of 10 CFR Part 54, and noted that additional staff review of the plant-specific implementation of the proposed screening criteria would be required.
The staf f will finalize the DSER after (1) verifying that the agreed-upon changes to the BWOG report have been completed, (2) resolving the open item described in the staff's DSER, and (3) clarifying your requests for review of your plant-specific system and structure screening results, of your proposed consolidated screening methodology report, and of the results of your integrated plant assessment process demonstration.
In addition, the results of recent industry and NRC efforts to evaluate how the license renewal process can best take advantage of existing licensee programs may result in changes to the license renewal rule and may necessitate a reevaluation of your system and structure screening methodology.
The staff will plan to meet with you in February 1994 to discuss the status of the BWOG Generic License Renewal Program, respond to comments or questions regarding the DSER, and, if necessary, establish a reasonable schedule for publishing a safety evaluation report on your proposed consolidated system, structure, and component screening methodology.
