NRR OFFICE LETTER NO. 304, REVISION 1, " INSTANT CASH AWARD" PURPOSE This office letter establishes the guidelines and procedures for issuing an Instant Cash Award. It will aid managers and supervisors in determining and submitting candidates for this award. This revision supersedes NRR Office Letter 304 dated December 18, 1992. BACKGROUND The Office of Personnel has delegated signature authority for the NRR Instant Cash Award to the NRR Office Director. This award is for $200 or less and can be processed in about 10 days..The award is issued to recognize a special act resulting from a relatively brief assignment, while the regular cash award is issued for a more significant achievement requiring a longer period of effort. An Instant Cash Award is appropriate when an employee performs significantly beyond expectations on a specific assignment or function for a short period of time, such as 3 weeks. The achievement must be outstanding, brief, and not recurring, whether it is either inside or outside the job responsibilities of the employee. An Instant Cash Award is not a substitute. for other Special Act.or Performance Awards and does not preclude the issuance of these awards to the same employee at any time after the Instant Cash Award is presented. Manaaers or Submittino Officials Prepare NRC Form 365, " Nomination and Authorization'for Cash Award," obtain the signature (s) of the Section Chief, Branch Chief or Project Director, Division Director and Associate Director or Staff Director. BASIC REQUIREMENTS The following procedures apply to the processing and presentation of an Instant Cash Award in NRR. 1. The recomending supervisor, peer, or suggestion evaluator prepares NRC Form 365 with a justification, the amount recomended and a one line sumary of the justification on the back of NRC Form 365. This sumary will be printed on the award certificate by the Associate Director / Staff Director secretary. 2. The submitting official should obtain appropriate management signatures through the Associate Director or Staff Director. After their signature, their secretaries will print the sumary on the award certificate and submit both the Form 365 and the award certificate to the Office Director for signature. 3. After the Office Director signs the award certificate, the Associate Director / Staff Director secretary will forward the package to the Office of the Controller (OC) for processing. OC will then send the check to the Cashier's Office. The Cashier's Office will notify the Associate Director / Staff Director secretary when the check is ready. 4. The Associate Director / Staff Director secretary will pick up the check from the Cashier's Office and notify the Division Director / Branch Chief of the employee that both the check and the signed certificate are ready for pick up from the secretary. Instant Cash Award certificates will not be placed in a plaque since plaques are reserved for larger.Special Act or Performance Awards. 5. The corresponding Division Director, Branch Chief, or supervisor of the employee should present the certificate and the check at an appropriate occasion soon after the check and certificate are available for presentation. This occasion may be a division, branch, or section staff meeting, or individual presentation. Instant Cash Awards will not be presented at the monthly NRR Awards Ceremony. This results in a delay in the individual's receipt of the award and defeats the " instant" concept. However, the names of individuals receiving Instant Cash Awards that month will appear on the awards list, and the recipients will be invited to the Awards Ceremony for recognition and a picture with the Office Director or designee.
