The references discuss previously implemented. changes to i

Callaway's containment purge isolation signal (CPIS) i design and Technical Specifications such:that the' containment atmosphere radiation monitors (GT-RE-0031 i

and -0032) no longer provide a purge isolation signal.

To address an NRC Staff concern during the review of Reference 1, a new Surveillance 4.9.4.2 was submitted via Reference 2 to ensure that the CPIS trip setpoint of the containment purge radiation : monitors _(GT-RE-0022 and -0033) is set at less than or equal to SE-03 pCi/cc during core alterations or movement of irradiated fuel within the containment.

input, this setpoint was established sufficiently low to. ensure that purge isolation would be initiated upon i

the detection of the first trace of radioactivity

released in the event of'a fuel. handling accident. The setpoint of SE-03 pCi/cc was established since.it is approximately equivalent to a 150 mR/hr submersion-dose rate inside containment.

No change is proposed to this refueling operation surveillance or the 4.9.4.2 setpoint; however, the Bases for this surveillance f

U.S. Nuclear Regulatory Commission Page 2 require a revision.

The purge isolation setpoint was based on a single fuel rod being damaged and 1% of the gap activity being released.

Since gap activity is assumed to be 10% of the rod activity, except for Kr-85 where the assumption is 30% of the rod activity, a 1%

gap activity release corresponds to 0.1% of the noble gas rod activity with 0.3% of the Kr-85 rod activity.

The original setpoint calculation contained an error in the verbal description of the activity release which was then included in Reference 2.

A recent QA surveillance identified this discrepancy.

As stated before, there is no change to the setpoint of SE-03 p Ci/cc or its relationship to a 150 mR/hr submersion dose rate.

The required change involves replacing the word " gap" in Bases 3/4.9.4 with the word " rod".
