Generic Exemption from Annual Fees for Nonprofit Educational Facilities (58 Fed. Reg. 50859[ September 29,1993] )

Dear Secretary:

Wisconsin Public Service Corporation, operator of the Kewaunee Nuclear Power Plant, supports the restoration of the generic exemption from annual fees for nonprofit educationalinstitutions. University nuclear reactors provide an important part of the training needed so that nuclear engineering departments can supply well-trained personnel to the nuclear industry. Since many universities will not be able to pay the annual fees, the future and quality of education will be in doubt if the exemption is not restored.

IIowever, Wisconsin Public Service would support spreading the subsidization of the uncollected NRC costs across alllicensees. The benefit is not derived just by the 50 utility licensees that operate nuclear power plants. All 6S00 licensees, and society in general, benefit from high quality training in the nuclear field.
