Quad Cities Nuclear Power Station Licenses No. DPR-29; No. DPR-30 L Units:1 and 2

-Enforcement Actions," 10 CFR Part 2, Appendix C, (y and Procedure for NRC1990) (E tne following violation was identified:

10 CFR 50,, Appendix B, Criterion XVI, as implemented by the Conunonwealth Edison Company Quality Assurance Manual, Section 16.0 states: "A corrective action system wili be used to assure that . . .. deficiencies . . , are promptly; identified and corrected."

Contrary to the above, a deficiency was identified in.the-1/2 Emergency Diesel:

Generator cooling water pump in 1986 and this deficiency was not' resolved until 1990. The deficiency indicated that the pump could not supply the emergency diesel generator end the room coolers at the same time.- Further -the situation wdsdggrdvatedbyprocessingaprocedurechangein1987which,ilfollowed, would have prevented supplying the emergency diesel generator and the room coolers at the same time.

Pursuant to the provisions of 10 CFR 2.201, you ere required to submit:to this~

office within thirty days of the date of this Notice a written statement or explanation in reply, including for each violation: (1) the corrective steps-thathavebeentakenandtheresultsachieved;(2)thecorrectivestepsthat will be taken to avoid further violations; and (3) the date when full- compliance will be ochieved. Consideration may be given to extending your response time for good cause shown.
