Dear Mr. Gipson:

SUBJECT:
FERMI RELIEF REQUEST FOR INSERVICE TESTING PROGRAM FOR PUMPS AND VALVES (TAC NO. M82885)
In a letter from William S. Orser dated October 10, 1990, Detroit Edison Co.
(DE) requested relief from American Society for Mechanical Engineers Boiler and Pressure Vessel Code (the Code)Section XI, 1980 Edition, Winter 1980 Addenda.
Specifically, DE requested relief from the Section XI requirements to measure vibration amplitude displacement during inservice testing in accordance with the limits in Tables IWP-3100-1 and IWP-3400(a).
DE had previously been granted approval, per relief request PR-1, to take velocity readings in lieu of mils displacement readings.
DE proposed alternative testing acceptance criteria for acceptable, alert, and required action ranges which were in accordance with the limits contained in OMa-1988, Part 6 (OM-6) for the high pressure coolant injection main and booster pumps.
We have completed our review of DE's request.
Based on our review, as described in the enclosed SE, and pursuant to 10 CFR 50.55a(a)(3)(ii), we find the proposed alternative testing acceptance criteria to be acceptable.
Sincerely, Original signed by L. Olshan for 1
