SUBJECT:
STAFF REQUIREMENTS - BRIEFING ON SEVERE l
ACCIDENT RESEARCH PROGRAM, 10:00 A.M.,
TUESDAY, OCTOBER 26, 1993, COMMISSIONERS' CONFERENCE ROOM, ONE WHITE FLINT NORTH, ROCKVILLE, MARYLAND (OPEN TO PUBLIC i
ATTENDANCE)
The Commission was briefed by the NRC staff on the severe accident research program.
Commissioner Remick stated that during his recent participation at an IAEA International Symposium on Advanced Nuclear Power Systems, he listened to a paper presentation by Pierre Bacher (French EdF) which emphasized that "the European regulators and the U.S.
SRC will have to work together on such important issues as severe accidents, offsite consequences, etc..."
Comments made at that Symposium suggested orders of magnitude differences in source terms predicted by U.S. and European regulators.
In response to these comments, the Commission requested the staff to discuss among interested international parties where technical disagreements on source terms exist.
In a broader sense, the 1
Commission expressed an interest in the integratien of research l
programs throughout the international community.
Is there a tendency to duplicate work from other countries in order to i
verify results or are data generally accepted with minimal l
verification.

I In designing fuel coolant interaction studies, the staff (NRR and RES in collaboration) should also attempt to investigate the i
effects of different accident management strategies.
l The staff should seek publication of the scaling methodology in a peer review journal to allow fu broader access of the report to the industry and other interested groups.
