January 20,1994 Chief. Enrichment Branch Division of Fuel Cycle Safety and Safeguards Office of Nuclear Material Safety and Safeguards U. S. Nuclear Regulatory Commission i

Washington, D C 20555

Dear Sirs:

I want to express my support for the proposal to build an enrichment plant in Homer, known as the Claiborne Enrichment Center. and operated by the Louisiana Energy Services.

I am confident that the Nuclear Regulatory Commission is competent to l

oversee the building and operation of the plant, and that all rules will be enforced. All the information I have read indicates a level of risks that is not in excess of the risks involved in the oil fields and saw mills, and other jobs that are available in this community.

I am of the opinion the large majority of the people of Claiborne Parish l

support this project. I believe that you should approve this project just as soon as you are satisfied that all laws and environmental safety rules are l

obeyed.

Sincerely, COG' Joe D. Woo j
