Subject:
Comments on Draft EnvironmentalImpact Statement for the Construction and Operation of Claiborne Enrichment Center, Homer, Louisiana (NUREG 1484)
Entergy Operations, Inc. (EOI) is the nuclear operating subsidiary of Entergy Corporation, one of the largest producers of electricity in the United States.
EOI is responsible for the safe, efficient, cost effective operation of five nuclear power units, including Arkansas Nuclear One Units 1 and 2 in Arkansas; urand Gulf Nuclear Station in Mississippi; and the Waterford 3 and River Bend nuclear plants in Louisiana. EOI is one of the four largest commercial consumers of uranium and uranium enrichment services in the j
United States. We are pleased to provide comments on the draft i
Environmental Impact Statement for the Claiborne Enrichment Center.
The adequate supply oflow-cost nuclear fuelis vital to maximizing the cost effectiveness of our nuclear generation. This has a major impact on the cost of electricity supplied to the consumers of Arkansas, Louisiana, Mississippi, and Texas. The cost of uranium enrichment is a major part of our nuclear fuel cost and assurance of enrichment supply is important in minimizing the j
overall electricity generation cost of Entergy Corporation as a whole.
Construction and operation of the Claiborne Enrichment Center will i
contribute greatly to the assurance of supply of enrichment services and to cost minimization for our customers.
j The Claiborne Enrichment Center will utilize a proven energy-efficient, cost-effective, environmentally-benign technology to' enrich uranium. The technology has a proven record of safety and excellence at Urenco's European facilities and has been continually improved over the past two decades.

Moreover, the Claiborne Enrichment Center will provide important domestic competition in the uranium enrichment market. The location of the facility in the United States provides an additional degree of assurance of supply.
As a U. S. supplier, it will also help U. S. utilities avoid the monetary exchange rate risk inherent in international purchases. In addition, purchases from the Claiborne Enrichment Center will result in money spent in the U. S. on a product manufactured by U. S. workers, providing jobs and economic vitality in the U. S.
The Claiborne Enrichment Center will be good for U. S. consumers of electricity, good for U. S. workers, benign to the environment, and good for the U. S. economy.
We are pleased to provide these comments. Should you have questions or require further information, please do not hesitate to contact us.
Sincerely,
)
