Dear Mr. DeLaBarre:

Enclosed please find a letter from Union Carbide Chemicals and Plastics Company, Inc. requesting an amendment to export license XMAT0387, Amendment No. 01 to increase the quantity of nuclear grade graphite blocks authorized for export from 328,035.0 kilograms to 378,035.0 kilograms (an increase of 50,000.0 kilograms).

Before taking action on this request, we would appreciate your views, in.

accordance with established procedures and from the overall perspective of the Executive Branch, as to whether the requested export meets the applicable criteria in the Atomic Energy Act of 1954, as amended by the Nuclear Non-proliferation Act of 1978.
