0FFICE CONCURRENCE ON FINAL RULE ENTITLED "SELF-GUARANTEE AS AN ADDITIONAL FINANCIAL ASSURANCE MECHANISM" The Office of Administration has reviewed and concurs, subject to the comments provided, on the final rule that would permit non-electric utility licensees to use self-guarantee as a means of financial assurance. We have attached a marked copy of the final rule that presents editorial and format changes.

These changes should be made before the final rule is submitted for Commission consideration.
We have provided the Information and Records Management Branch of the Office of Information Resources Management (IRM) a copy of the rule to review for i
compliance with the Paperwork Reduction Act. You should contact Brenda i
Shelton (492-8132) for further guidance concerning this matter.
When the final rule is forwarded for signature and publication, please include i
a 3.5-inch diskette that contains a copy of the final rule in Wordperfect 5.0 or 5.1 as part of the transmittal package. The diskette will be forwarded to the Office of the Federal Register and the Government Printing Office for l
their use in typesetting the document.
