Enclosed as you requested of the NRC staff during the NUSMG Conference in Annapolis, MD on October 21, 1993, is a copy of SECY-93-087, Policy, Technical, and Licensing Issues Pertaining to Evolutionary and Advanced Light-Water Reactor (ALWR) Designs dated April 2, 1993, and the associated NRC staff requirements memorandum (SPM) dated July 21, 1993.
Issue II.Q, Defense Against Common-Mode Failures in Digital Instrumentation and Control Systems is the particular issue Mr. William Russell spoke about in his presentation at the NUSMG Conference.
I am also enclosing for your information a copy of Draft Guidance and Review Procedures that the NRC staff has developed to document its approach to advanced reactor digital system reviews and reviews of digital system retrofits to operating plants. We solicited comments on these latter documents during the September 13 and 14,1993 Digital Systems 1
Workshop held by the NRC in Rockville, MD.
