Dear Sir:

I have reviewed the draft environmental impact statement for the proposed Louisiana Energy Services facilities in Claiborne Parish.

As a life-long resident of Claiborne Parish, a former Homer Police Chief, and a Police Juryman at the present, I would like to comment on the small rninority in the community who oppose the CEC. This group has attempted to frighten the community into thinking that there will be increased crime, drug trafficking, etc. I would like to assure you that Claiborne Parish has always had the manpower to protect it's citizens, and is well capable of handling any situations that might occur. The safety and welfare of the community are of the utmost importance to me and I can foresee no problem in this area.

Claiborne Parish is experiencing high unemployment and underemployment at this time.

The jobs created by the location of this facility in our area would benefit many. It will be an incentive for our young people to stay in the area rather than seeking employment elsewhere, and in many cases, out of state. The impact statement draws favorable conclusions in the area of safety, health, and the environment. Conditioned on such assurance, I support the increased economic activity that this f acility would bring to the parish, and to the neighboring parishes, as well as to the state of Louisiana.

The facility would also benefit the educational community in the form of the one percent school board tax that will generate approximately five million dollars over a three to four year period.

Therefore, as a supporter of more and better education for our children, and as a supporter and promoter of economic development in Claiborne Parish,I support the Louisiana Energy Services plant and encourage the U. S. Nuclear Regulatory Commission to complete its review and license the plant as soon as possible.
