Comments on Draft Environmental Impact Statement for the Claiborne Enrichment Center
Dear Mr. Hickey:
A Draft Environmental Impact Statement (DEIS) was published in the referenced Federal Register Notice on November 24, 1993, for public comment.
The DEIS describes and evaluates the potential environmental consequences of granting Louisiana Energy Services, L.P.
a license to 1
construct and cperate a
uranium enrichment facility (Claiborne Enrichment Center) near Homer, Louisiana.
In the conclusion section of the DEIS, the NRC states that the potential environmental impacts associated with the construction and operation of the Claiborne Enrichment Center are very small and localized to within the site boundaries.
Wolf Creek Nuclear Operating Corporation (WCNOC) fully supports these findings and urges the NRC to expedite the licensing process for the Claiborne Enrichment Center.
1 WCNOC believes that a competitive marketplace for uranium enrichment is needed in the United States.
The Claiborne Enrichment Center will use centrifuge technology, which requires significantly less energy than the gaseous diffusien technology which the United States Enrichment Corporation (which was established by the Energy Policy Act of 1992) relies on.
Therefore, the Claiborne Enrichment Center would help to assure an unfettered competition in the domestic enrichment market, and i
