Hickey Chief, Enrichment Branch Division of Fuel Cycle Safety and Safeguards Of fice of Nuclear Waterial Safety and Safeguards, Wail Stop 4-E4 U. S. Nuclear Regulatory Commission Washington, D. C. 20555 Draft Environmental Impact Statement for Claiherne Enrichment Center subject:

Dear Mr. Hickey:

I am writing on behalf of CANDID in support.of the proposal by Louisiana Energy Services to locate a new centrifuge enrichment facility in Claiborne Parish, Louisiana. We have available a summary of the Draf t Environmental Impact Statement (DEIS) and have concluded that environmental impacts are acceptable and that potential danger to the public is negligible if the plant were built and operated as planned.

CANDID believes support of findings in the DEIS by NRC is important and we urge you to do so. We also hope that NRC will expedite the licensing process.-

Centrifuge enrichment of uranium is a safe, proven and implemented technology overseas and it is much more energy-efficient than gaseous diffusion.

Implementation of tnis technology will benefit our nation by enabling the USA to compete more offectively in the world economy, reduce our dependence on oil and liquefied petroleum gas imports in the future and thereby improve our balance of payments in the long run.

Sincerely yours,

.b W. L. Haupt President P. S.

For your information CANDID is largely comprised of scientific and engineering professionals interested'in the nuclear industry in general and dedicated to providing the public with accurate information about nuclear-matters. We formed in the Denver area to help counter the disinformation-being spread by perhaps well meaning and sincere, but scare-mongering nuclear opponents. Although our origin was for local purposes, we are not provincial

2 in outlook. We have members across the nation and include members of what might be called the general public, that is not trained in the sciences or engineering.

If your personally or NRC in general would be interested, we would be glad to send complimentary sample copies of our past and current newsletter.
