Dear Dr. Murley:

The Reference (a) bulletin requested additional actions of licensees utilizing Rosemount pressure transmitters. Reference (b) provided Commonwealth Edhon Company's (CECO) response to the Reference (a) transmittal.

in a conference call held with members of your staff on September 15,1993, additional clarifications were provided. The purpose of this letter is to_ document those clarifications in support of the NRC staff's review of CECO's actions with regard to 1.E.

3 Bulletin 90-01 and its supplement. These clarifications are provided in the attachment to this letter, if there are any questions or comments, please contact this office.

L ATTACHMENT l

The following inquiries were telephonically transmitted to CECO on September'15, 1993. The inquiries and CECO responses are detailed below:

1. The information contained in paragraph 1.a of Attachment 1 of CECO's 3/5/93 response to IEB 90-01, Supplement 1 appears to be inconsistent with the information presented in of the same response.

RESPONSE: The noted inconsistency appears to be the frequency.of the enhanced surveillance. Attachment 2 lists transmitter categories as stated in the bulletin supplement,.

including the bulletin's frequency of the enhanced surveillance, and only provides Zion Station's distribution of transmitters in these categories. Attachment 1. lists the actions Zion l

RESPONSE: The noted inconsistency appears to be the surveillance frequency noted in CECO's response, as compared to the frequency indicated in the bulletin supplement. lists the transmitter categories as presented in the bulletin supplement, including the bulletin's frequency of the enhanced surveillance, and only provides the distribution of Zion station's transmitters in these categories. The single non-mature transmitter in Bulletin Category 1.b will be replaced prior to restart from the dual unit outage currently underway.

3. The justification contained in Attachment 3 for extending the enhanced surveillance frequency for Bulletin Category 1.a and 1.b transmitter does not specify what constitutes
i acceptable performance.

RESPONSE: Acceptable performance is characterized as a transmitter NOT exhibiting either or both of the following symptoms:

- sustained zero drift beyond the limits 3stablished in Rosemount Technical Bulletin #4

- sluggish response during calibration j

4. Provide the psi-month values for the seven transmitters included in Attachment 1, paragraph 1.f of the 3/5/93 response.

Si Confirm that the enhanced surveillance program discussed in 'the 3/5/93 response is:

consistent with Rosemount Technical Bulletin #4.

RESPONSE: The enhanced surveillance program which' was outlined in' CECO's response to the original bulletin dated 7/20/90 conforms to Rosemount Technical Bulletin #4. The major features of the program are:

licensed Operating and Instrument Maintenance personnel were provided with information on the loss of fill oil issue.

Rosemount transmitters related to the bulletin are trended for zero drift.

transmitter calibration packages include information to inform Instrument Maintenance personnel of the sluggish response exhibited when a loss of fill oil.
