AaSTAIN NOT PARTICIPATING REQUEST DISCUSSION COMENTS:
I approve the course of action recommended by the staff, subject to the understanding that prior to routine (L %, non-emergency) transfer of GTCC waste to DOE, a relieble system will be'in place to track and account for all. wastes that DOE. accepts for storage.
Until-that time, staff may make arrangements for the transfer of such waste only in the event that A imminent threat to the public health and safety arises.
This approach is consistent with the decisions reached by the commission when we considered SECY-90-98, as reflected in the Staff Requirements Memorandum of May 29, 1990.
