SECY-90-273 - PARTIAL RE! N)NSE TO THE MAY 29, 1990, STAFF REQUIREMEN13 (EMORANDUM ON TRACKING OF GTCC WASTE A EPTED BY DOE FOR STORAGE PENDING DISPOSAL The Commission (with all Commissioners agreeing) has approved the course of action recommended by the staff.
The staff is urged.to keep pressure on DOE to ensure continued progress in developing its GTCC waste program.
The Commission understands that prior to the routine (i.e, non-emergency) transfer of GTCC waste from NRC licensees to DOE, a reliable system will be in place to track and account for all wastes from NRC licensees that DOE accepts for storage.
Until that time, staff may make arrangements for the transfer of such waste only in the event that an imminent threat to the public health and safety arises.
