STATION BLACK 0UT RULE IMPLEMENTATION NRC INSPECTION REPORT N0. 50-285/94-01 We are planning to conduct an inspection of the implementation of the Station Blackout Rule,10 CFR 50.36, at your Fort Calhoun Station during the week of January 3, 1994.

This inspection schedule was discussed with Mr. Cook of your

The inspection will be conducted-in accordance'with Temporary Instruction

2515/120, " Inspection of Implementation of Station Blackout Rule Multi-Plant-r Action Item A-22."

The Team Leader and principal contact for this inspection effort is Mr. Philip Wagner. The inspection team will-consist of the Team i

Leader, two Region IV inspectors, and two NRR engineers.

In order to implement an efficient inspection, the team would like to conduct a short entrance meeting with those involved members 'of your staff at 11 a.m.

on January 3, 1994. The team would appreciate a short (one hour) presentation on the history and status of all changes made to meet the requirements of the Station Blackout Rule at the conclusion of the entrance meeting.

The Team Leader will ensure that the necessary access authorization information is provided prior to the inspection. 'For those team members who do not have current access approval, we request that the necessary training be l

conducted after the entrance meeting on January 3', 1994.

I Attached to this letter is a list of materials that the team will require for i

the inspection. We request that the material be'available for the' team review and reference on January 3.1994.

Copies of the submittals that describe how compliance with the Station Blackout Rule will be achieved.

2.

Copies of Station Procedures that will be implemented in the event of a blackout condition.

3.

Copies of the battery capacity calculations that verify acceptable coping time.

4.

Copies of calculations that verify that acceptable stored cooling water volume is available.

5.

Copies of calculations to verify that acceptable levels of equipment cooling will be maintained; particularly the control room and control components.

6.

Copies of calculations that verify that the backup air supplies are adequate for the coping duration.

7.

Copies of the surveillance procedures to verify the adequacy of the backup air supplies.

8.

Data that presents the reliability of the offsite and onsite power supplies.

9.

Copies of facility structures elevation drawings for team member use in i

locating equipment.
