OF MEETING WITH LOUISIANA ENERGY SERVICES-i The NRC-staff met with-representatives of Louisiana Energy Services -(LES) on i

-September 6, 1990, for an unclassified briefing on the_ design of the j

buildings, facilities, UF handling systems, and waste systems for the proposed Claibrne Enrichbnt Center, and to discuss LES'. quality assurance.

Over 50 viewgraphs of building layouts, equipment arrangements, process' flow 4

diagrams,,and other drawings were:Used to illustrate.the plant design, as it a

L copies of.a_ bound collection of prints from the viewgraphs were distributed at 1

?the meeting-(a copy.wil1 be retained in the Project M-45 file). The.

L 1 presentation was thorough and prompted many questions anicomments, for it was i

the first time.that the overall LES plant concept had been viewed by the NRC J

staff, even though some of'the staff'have familiarity with the concepts of _the-1 individual Urenco plants in: Europe.

Robert' Justice-of Duke Power discussed the organization of the LES quality. assurance program,;which LES expects to ' submit' early as Chapter 10 of the PSAR.

He stated 1

.that the program would-conform to the' criteria in 10 CFR Part 50, Appendix B, "and would:be: implemented through adoption of ASME NQA-1-1989,." Quality Assurance l

Program Requirements for Nuclear Facilities," the introduction, basic requirements, (supplements and appendices. Jack Spraul of.NRR pointed out that a new Section 17.3 of the l Standard Review Plan dealing with quality assurance prog am description had

'justt been' issued, and that LES might benefit by considering it for the LES. program.

In other business, LES asked whether it might be appropriate to brief the ACRS on:the Claiborne Enrichment Center. The staff pointed out that Mr. Bernero had made a presentation to the ACRS on uranium enrichment in August 1989 which included some general information about LES, but we agreed that it could be appropriate and offered to assist in making any necessary arrangements for a 9009180018 900913

~ briefing. A'few brief comments were made'on LES' Licensing Review Bases A

1 document; with a continued reminder that'the NRC staff does not plan to use' the document-in-its licensing review.

Lastly, LES was advised that its submittal of antitrust information was'under review by the Department of Justice, and that so:far.no issues have been raised with the staff.
