Dear Senator Hatch:
I am responding to your September 1, 1993 letter supporting the Governor of Utah's request that the NRC reconsider its Finding of No Significant Impact (FONSI) regarding the reclamation plan for capping the Atlas Corporation's uranium mill tailings site near Moab, Utah.
After reviewing the comments received from the State of Utah and others, the NRC staff decided to withdraw the FONSI and to determine whether the environmental assessment should be revised or an environmental impact statement should be prepared.
Subsequently, I talkeu by telephone with Governor Leavitt and informed him of the staff's decision.
