Dear Sir:
I have read the draft environmental impact statement for the-proposed Louisiana Energy Services facilities in Claiborne Parish,.
j and wish to make comments regarding this draft.
I am Tom Robinson, Mayor of theiown of Homer, Claiborne parish, Louisiana.
As mayor, the most important aspect of this project to me is that the facility must impose no significant threat to the health and safety of our community.
My support is based on having-studied the uranium enrichment process very carefully, and on the i
assurance set forth in your document that the licensing proceeding j
will be conducted in a fashion as to absolutely assure that the j
conditions are met.
3 Claiborne Parish as a whole is experiencing high unemployment and i
underemployment.
The construction jobs and plant operational jobs will be a welcomed benefit to our economy.
The LES plant will l
provide encouragement and incentive for our young people to stay in claiborne Parish and not leave home to find employment elsewhere.
Another major benefit in addition to job opportunities, will be the one percent claiborne Parish School Board tax that will generate approximately $5,000,000 over a three to four year period.

The fact that similar plants in Europe are located'in, or adjacent 1
to, major residential areas is highly significant.
LES has
.provided tours of these plants in Europe so that some of our local
-l people could see the type f acility 'that would be built here in Claiborne Parish.
The groups.had unlimited opportunity to visit i
with people in the European communities and found them to be very happy to have the plant located near them.
i Conditioned on the assurance that the plant can.be constructed and operated with small and acceptable impacts on the public and the j
environment, I encourage the U. S. Nuclear Regulatoly Commission to j
complete its review and license the plant as soon as possible.
