. SYNOPSIS ~OF'NEW LICENSE APPLICATION REVIEW

DONEGAL CONSTRUCTION CORPORATION'(DONEGAL)-
- 1 Oh August 15, 1988, NRC Region:I received'a newilicense" application from.,
I Donegal,- signed by their;TechnicalLSupervisor, Mr. ? Richard Hudock, and dated.
October 5, 1987. When the app _lication.was reviewed,?it~was' discovered that the 1
license fee of ~ $230'.00 was not: enclosed-with the su'a11ttal.
Subsequently,. the :
NRC License Fee Management Branch informed Donegal!of the oversight in a letter-dated September 6, 1988 (Enclosure 1).: When Donegal did_'not' respond to the letter, a.NRC License -Fee Management ^ Branch staff member; contacted the Donegal office by telephone ~on January 23 and 26,1989. A Donegal representative responded that, since Mr. Hudock was no' longer with the corporation, the owners had decided-to withdraw the application. Accordingly, the'NRC staff; voided the.
action on February 6,'1989.
On July 18, 1989, NRC Region I received another new -license application from.
Donegal, signed-by their Technical Supervisor, Mr.~ Donald Pfeifer,.and dated July 14, 1989.s.Mr.'Pteifer indicated that the $230.00 fee that was. submitted 1
with.the company's previous application dated October 5, 1987, should be-applied to this submittal.
In a letter dated August 3, 1989, the NRC License Fee Management' Branch reminded Donegal of the previous correspondence (September 6,1988) on.this subject, reiterated that the NRC had not received any application' fee with thec previous submittal, and stated that a $230.00 application. fee was required prior to issuance of the license. Further, Donegal was 1.nformed that this, latest (July 14 1989) application would be voided if they: did not respcod within30 days (Enclosure 2).
1 NRC did not receive a response from Donegal. Consequently,- in a memorandum L
dated December 14, 1989, NRC's Division of Accounting'and Finance-informed NRC Region-I that, since Donegal had not responded, the applicant's July 14,-1989 dpplintion was abandoned for non-payment of the' required fee (Enclosure 3)..
t On January 26,1990, the NRC Region I staff attempted to contact Mr. -Pfeiter in an effort to resolve this matter. While Mr. Pfeifer was unavailable, hh representative indicated that Donegal did not want the application abandoned and that Mr. Pfeifer would contact the NRC on this matter.
However,~neither 1
Mr. Pfeiter nor any other representative of Donegal. contacted the NRC.
Consequently, NRC Region I let stand the decision to abandon the application.
On July 19, 1990, NRC Region I received another license applicetion from
~
Donegal, signed and dated by Mr. Pfeifer on July 16, 1990.
Review of this application was initiated after NRC's Division of Accounting and' Finance confirmed that the required application fee was submitted. The license was l
