ISSUANCE OF THE DRAFT PREAPPLICATION SAFETY EVALUATION REPORT (PSER)

FOR THE POWER REACTOR INNOVATIVE SMALL MODULE (PRISM) LIQUID-METAL REACTOR Enclosed is a copy of SECY-93-289, " Issuance of the Draft Preapplication Safety Evaluation Report (PSER) for the Power Reactor Innovative Small Module (PRISM) Liquid-Metal Reactor" (Enclosure 1), transmitting the draft of the final PSER (Enclosure 2) for the PRISM design. This draft PSER forwards the NRC staff's evaluation of the PRISM design and presents its findings and conclusions. As indicated in SECY-93-289, a copy has been forwarded to the NRC Public Document Room and to the Advisory Comittee on Reactor Safeguards i

(ACRS) for review and coment.

l The PSER is considered a draft because the staff has not yet obtained Comission approval. The staff will be meeting with ACRS on November 4, 1993, to discuss the PSER. The staff will include the views of the ACRS and document its final recommendations in a revised PSER for the Commission's approval. Any coments you wish to offer will be considered as the staff t

prepares its final positions before publication.

Please submit any comments on the Docket to Stephen P. Sands, NRR, at (301) 504-3154 by December 1, 1993.

l The draft PSER does not constitute approval of the PRISM design, and after considering information from the public meetings with ACRS and DOE, the NRC staff plans to submit a final PRISM PSER to the Commission in December 1993 for approval.
