SUBJECT:
MINUTES OF CRGR MEETING NUMBER 248 The Committee to Review Generic Requirements (CRGR) met on Tuesday, August 24, l
1992 from 8:00 a.m. to 12:30 p.m.
A list of attendees at the meeting is attached (Enclosure 1). The following items were discussed at the meeting:

The Committee developed final recommendations for revision of the CRGR Charter to reflect Commission policy guidance provided in SRM SECY l 096 regarding evaluation of proposed safety enhancement backfits.
The I
proposed revisions incorporate explicitly into the Charter a number of qualitative factors (identified from NRC experience te date in the review of proposed backfits) to be considered by the staff in determining whether a proposed safety enhancement backfit will provide
" substantial additional protection". The CRGR staff will now prepare expeditiously the proposed Charter revision package for consideration by the EDO and final review by the Commission.
This matter is discussed in.

The CRGR reviewed a proposed rule that would modify the design basis threat (DBT) for radiological sabotage at operating power reactors to include use by adversaries of a Design Basis Vehicle (DBV) carrying a specified amount of high explosives.
This rule would also require power reactor licensees to provide protective measures at their facilities capable of preventing intrusion by the DBV into protected areas, and would further require a demonstration by licensees that those measures will provide substantial protection against the (radiological sabotage) effects of the DBV explosives.
The Committee endorsed with only minor comments issuance of the proposed rule subject to (a) development of a complete final FRN package (including Statement of Considerations, Environmental Assessment, etc.) to publish for comment; and (b) development of proposed criteria (to be issued later in a Reg. Guide) for evaluation of licensee-proposed alternatives allowed under the rule.
The staff will provide a revised package for circulation to CRGR members to determine if further discussion with the Committee is needed prior to sending this item forward for Commission consideration. This matter is discussed in Enclosure 3.

Taylor In accordance with the ED0's July 18, 1983 directive concerning " Feedback and Closure of CRGR Review", a written response is required from the cognizant office to report agreement or disagreement with the CRGR recommendations in these minutes. The response is to be forwarded to the CRGR Chairman and if there is disagreement with the CRGR recommendations, to the EDO for decision making.
