Thank you for your letter of' December 30, 1993, which references our letter
and Notice of Violation dated September 10, 1992, and your response dated-
October 9, 1992. Your letter states that a commitment to install
isolation / equalization valves on the essential chiller. differential pressure

switches has been completed and tested in Unit 1; however, plant conditions
have precluded completion of, or post modification testing in Unit 2. .We

understand that this testing will be completed prior to restart of Unit' 2._.
We have reviewed your request and find it acceptable. . We will review the
i
implementation of these corrective actions during a future inspection' to
,
determine that full compliance has been achieved and will be maintained.

Houston Lighting & Power (HL&P), in response to the subject Notice
of Violation made the following commitment:
"A design change to install isolation / equalization valves to
.

facilitate calibration and subsequent restoration of the
essential chiller differential pressure switches will be
implemented by December 31, 1993."
Installation of the change is complete.
However, plant conditions
necessary to support post-modification testing of the design change
in Unit 2 will not be established by December 31, 1993.
Post-
modification testing will be accomplished prior to returning Unit
2 to power operation from the current outage.
